Malta Flag Ranked Amongst Top Performers

Following the annual Shipping Industry Flag State Performance Table 2013/2014 launched by The International Chamber of Shipping (ICS), the Malta maritime flag received positive indicators on the most important criteria required for a maritime flag to be considered a renowned flag. Classified once again on the most recent white list of the Paris Memorandum of Understanding (MOU), Malta remains one of the best performers.

With respect to the ICS Table, the Malta maritime flag performs satisfactory while meeting its international obligations. It received positive reviews with respect to Port State Control which guarantees the effective enforcement of international rules and a ’green square’ in reporting requirements concerning the submission of information by flag States to bodies such as the International Maritime Organisation (IMO) and the International Labour Organisation (ILO). Furthermore, the average age of the Maltese registered fleet which might affect the quality and condition of the vessels, was assessed positively.

Malta is missing the green squares (positive performance indicators) only next to Qualship 21 and USCG Target List (safety) however such matters do not necessarily boil down to shortcomings with the flag administration as other factors are also at play  For example, certain jurisdictions have opted not to increase the amount of flag States on their white lists.  In fact, ICS emphasizes that the absence of a few positive indicators next to a flag in the table should not be seen as a serious concern.

Nonetheless, the Maltese Government is aware of its status and puts pressure on the flag administration to effect any improvements that are necessary. The Maltese Merchant Shipping Directorate remains committed to being included in Qualship 21 and undoubtedly Malta is definitely on the right path to achieve it.
