Valletta - 25th January 2000 
Although we are already half way through January, we would like to wish you, your families and all your staff the very best for the year 2000. 

As expected, every year brings new changes and developments.
 

Therefore we are itemising some amendments which the Malta Maritime Authority (MMA) has brought into effect in order to improve its service:

Statutory Certificates 
When a Certificate of Malta Registry is required, for example in the case of a Transfer of Ownership, it is imperative that the statutory certificates of the vessel are all in order to enable MMA to release the certificate.

New Policy for Ships’ Registration 
With effect from 14 February 2000, a new system will be adopted with regards to vessels’ inspections for the purpose of registering ships under Malta flag. This will be as follows:

15 to 19 years :-

The vessel is to be inspected by an official appointed by the MMA. This may be carried out prior to the vessel’s registration at owners’ expense or within one month of vessel’s provisional registration at the expense of the MMA. 
In the former case, should the vessel be found in a sub-standard condition, she will not qualify for registration. On the other hand, if the inspection is carried out after registration and found to be unsuitable for registration, the vessel is deleted without refund of registration fees. 
Due to the fact that the MMA has official inspectors in a limited number of ports, it is advisable to inform us of the vessel’s itinerary to enable us to check available ports. Once this is established, then the full address of the vessel’s agents is required in order for the inspector to co-ordinate matters directly with them. 
Inspection fees are Lm1000 which do not include any travelling or other unforeseen expenses. 
20 to 25 years:-

Ships which fall into this category must:- 
Be in class with a recognised classification society; 
Provide an up-to-date Class Survey Status Report; 
Provide an affirmation by the relative class that the ship is in a position to be issued with all the relative Statutory Certificates without recommendations, once the Maltese administration has authorised the issue of such certificates; 
Arrange for the vessel’s inspection by an official appointed by the MMA; the Directorate may require the inspection to be carried out in drydock. The cost for the inspection is Lm1000 which again is exclusive of further charges for additional costs such as travel, further inspections, etc not covered by this amount. 
25 years and over:-

We regret to inform you that the MMA will not consider registration of vessels which are 25 years old and over.

CLC Certificates 
Malta has acceded to the CLC and Fund 1992 Conventions and denounced the CLC 1969 and Fund 1971 Conventions on the 6 January 2000. The 1992 Conventions will however enter into force for Malta on the 6 January 2001 and, consequently, until that time, Malta flag vessels will be obliged to carry on board a CLC 1969 Certificate as well as a CLC 1992 Certificate (the latter certificate being required for trading in countries which are parties to the 1992 Conventions). As from 6 January 2001, Malta flag ships will only be required to carry on board a CLC 1992 Certificate. For the year 2000 Insurance Policy they may continue using the CLC 1992 Certificate which they would have obtained from a 1992 CLC state. As from the year 2001 Insurance Policy, Malta flag ships will then have to obtain their CLC 1992 certificates from the MMA.

For the year 2000 Insurance Policy the MMA will still be in a position to issue CLC 1969 Certificates both to Malta flag vessels as well as to ships flying the flag of State parties to the CLC 1992 Convention. However, these certificates will only be valid up to the 5th January 2001.

Finally, we would be very grateful if you could give us your e-mail addresses in order to update our records accordingly.
